Politeknik Caltex Riau merupakan kampus yang diprakarsai oleh PT. Caltex Pacific Indonesia dan Pemerintah Provinsi Riau yang resmi berdiri pada tanggal 31 Agustus 2001 dengan motto“Empowers You to Global Competition”. Sejarah awal dimulainya aktivitas operasional PCR diukir dengan bergabungnya 170 mahasiswa di Politeknik Caltex Riau pada jurusan yang kala itu terdiri dari tiga program studi Diploma, yakni Elektronika, Telekomunikasi dan Teknik Komputer. Seiring perkembangan minat calon mahasiswa yang terus tumbuh dan berkembang, pada tahun 2003, Politeknik Caltex Riau kemudian menelurkan dua program studi setingkat diploma, yakni Mekatronika dan Akuntansi

Tak lama dua tahun berselang, pada tahun 2006, kembali dibuka program studi baru. Pada kesempatan tersebut dibuka jurusan dengan strata D-IV atau setara dengan S1. Jurusan-jurusan tersebut adalah Teknik Elektronika Telekomunikasi, Sistem Informasi Industri dan Teknologi Informasi Multimedia. Hingga kurun waktu satu dasawarsa ini, Politeknik Caltex Riau sudah memiliki 8 program studi dengan 5 program studi strata D-III dan 3 program studi strata D-IV yang setara dengan S1. Dan kini, semua Program Studi telah memiliki akreditasi B.
