Contract Engineer - Drilling

REQUIREMENTS

S1 in Chemical, Mechanical, Electrical Engineering with minimum GPA 2.75
Minimum 2-3 years experience in Oil and Gas Industry
Able to communicate well in English both written and spoken
Well organized, self motivated and able to work both independently and in a team
Good presentation skill with ability to express ideas in a clear manner is advantage
Good interpersonal and communication skill
Proactive and have "can do" and "strive for excellence" attituted


JOB DESCRIPTION

in coordination with Drilling Engineering and Operation, to prepare Proposal For Contract Authority Review (PFCAR) and Scope Of Work (SOW) to ensure contract meet with requirement as per end user request.
In coordination with end user to prepare scope of work (SOW) of drilling contract services and monitor availability of drilling material, to ensure the contract can be in implemented as per schedule and requirement of end user and whole company.
In coordination with SCM to prepare bidding of goods and services, to ensure bidding process is in line with company and government regulation.
In coordination with SCM, to get involve in pre-qualification of bidder to ensure only qualified bidder will participate in the bidding.
Prepare and conduct pre-bid meeting implementation, to ensure all bidding participant well understand bidding process including administration, technical and commercial aspects.
In coordination with end user to evaluate technical and commercial of proposal, to ensure only bidder that technically acceptable will through to furhter stage of bidding process.
Prepare proposal to SCM and Bid Committee for appointed bidder, ensure that bid winner has pass administration and techical evaluation with lowest prices.
In coordination with SCM to prepare annual procurement list and budget for SKK Migas approval, ensure all procurement plan can be executed in the upcoming year.
In coordination with SCM and end user to get approval form SKK Miga for particular procurement, to ensure that SKK Migas approval is achieved before bidding.
Monitor sustainability between existing contract and upcoming contract, to ensure no drilling activity is held up due to un-availability of contract.
