SENIOR RELIABILITY ENGINEER MECHANICAL

Primary Purpose of the Job
1. Senior Reliability Engineers provide full engineering support to plant maintenance management during maintenance,
repair, modification, commissioning and testing of the refinery machinery and equipment. Reviews and assesses the reliability of mechanical fixed and rotating equipment in the plant and recommends measures to improve reliability and reduce overall operational cost. Develops the use and introduction of state of the art machinery and equipment condition monitoring systems. Issues technical and investigation reports as required.
2. Facilitate and manage reviews of maintenance strategies and root cause analysis of unreliable equipment in order to improve the maintenance management process. Define critical machines based on production importance and high repair cost in liaison with operations, safety, process and material departments.
3. Identify the plant reoccurring failures; define solutions, implement changes and monitor improvements
4. Liaise with operation, technical and maintenance teams to develop permanent solutions to equipment problems
5. Reviews of condition based, preventive, predictive maintenance programs and reporting of deficiencies to management
6. Evaluate plant performance results and produce improvement plans in conjunction with operations using plant P&IDs, Machinery, specifications, operations maintenance manuals and performance diagnostic systems

Main Duties and Responsibilities
1. Ensure that adequate quality assurance is maintenance on equipment supplied, repaired both in house and at contractors works. Carry out post repair testing before plant installation.
2. Define, execute and control a reliability, availability and maintainability (RAM) Strategy for all equipment in the refinery
3. Prepare schedules and the reliability requirements for existing, new and stored machinery and equipment.
4. Develop and initiate a reliability-centered maintenance (RCM), strategy for all machinery and equipment.
5. Attend progress and plant strategy meetings with operations, maintenance and projects management. Advise on strategic maintenance and best practice for installation and overhaul of equipment.
6. Manage and control te machinery condition monitoring system using fixed and portable date acquisition and processing equipment. Set up critical vibration monitoring routes; collect footprints from new equipment. Carry out analysis of vibration data and advise operation and maintenance of corrective action required to eliminate vibration problems
7. Develop and manage a lubrication monitoring system using Trivctor oil-monitoring program for rotating equipment to assure quality lubrication.
8. Audit the rebuild of critical rotating equipment; proposes standards and procedures to ensure correct rebuilding of equipment at refinery and contractors premises.
9. Maintain a management reliability reporting system, including Perito, Matrix and Reliability Indices to indicate machinery performance indices to senior management create value-oriented measures of performance
10. Execute and evaluate reliability and strategic benchmarking studies, Gap Analysis and Reliability trends in order to align with world class organizations.
11. Evaluate the reliability of protective devices and recommend maintenance strategies
12. Investigate and implement new ideas, which will improve plant efficiency and reduce operation cost. Evaluate new software and reliability related training programs for subordinate staff and national trainees
13. Evaluate and audit close out history on critical plant equipment. Develop and utilize computer maintenance management system (CMSS) and related reliability modules.
14. Advice on maximizing of condition based maintenance, introduction of run failure policies and over repair elimination.
15. Advise materials management on stock requirements for common spare parts, e.g. Bearing, Couplings, Mechanical Seals, Shafts and Impellers.
16. Performs other reliability-related duties, as assigned assuring compliance of mandatory safety and mechanical engineering standards/codes assistance with budge proposals, CAPEX & COPEX
17. Advise on workshop balancing limits and procedures and arrange the in situ balancing of machinery
18. Review bid documents, machinery designs, statement of requirements for new and replacement equipment for new and replacement equipment with a view to identifying reliability and maintainability problems. Documents and prepares necessary recommendations.
19. Deputies as acting lead reliability engineer as and when required by management
20. Provide assurance to senior management that the refinery asset management. Reliability and maintenance programs are managed in a cost effective, efficient, reliable and safe way.
21. The plant would revert to a reactive style of maintenance which would result in escalating cost, inefficiencies, production losses and increased machinery downtime
22. The company as a major league player in the refinery business requires efficiency at minimum cost the techniques used in reliability engineering assist in fulfilling this requirement.
23. Analyze, control and monitor condition monitoring to ensure availability and efficiency of plant.
24. Identify reoccurring failures, define solutions, implement changes and define improvements
25. Review of maintenance management systems, generates, develops machinery audits, RAM, RCM in order to eliminate costly unnecessary scheduled and breakdown maintenance
26. Evaluate plant performance periodically in order to improve fiscal and availability indices.
27. Ensure adequate quality assurance is maintained on all repaired and new plant both in-house and at contractors works
28. Audit the rebuild and contractor repair of critical equipment, test at workshops and perform post repair field trials to ensure compliance with standards and value engineering
29. Advise management of value directed improvements, maintenance strategy
30. Execute and evaluate life cycle cost, strategic bench marking and gap analysis to compare the refinery asset management performance with world-class organizations.
31. Review of bid documents, machinery design, statements of requirements for new and replacement equipment to identify and eliminate reliability and maintainability problems.
32. Advise management and investigate new technologies that will improve overall asset management.
33. Advise management on stock requirements for critical equipment spares e.g. bearings, mechanical seals, shafts and impellers in order to reduce inventory cost

Qualification
1. Minimum BSc in Mechanical Engineering
2. In Excess of 15 years rotating equipment experience with a major oil and gas produces
3. 5 years in machinery fault analysis and reliability
4. Knowledge and certification in condition monitoring techniques

GENERAL TECHNICIAN (FITTINGS)

Primary Purpose of the Job
Carries out skilled maintenance and repair of various types of stationary equipment like Boilers, Heat Exchangers, water treatment plant, Marine/Crude loading arm, Piping system, all types of valves except control valves, fire fighting systems, heaters, vessels, column, reactors, Furnace in the refinery, Berth 6, Laboratory and Cross country pipelines. Also performs rectification of defective equipment, repair and resting, installation of new equipment

Main Duties and Responsibilities
1. Receive verbal/written instructions from Engineers. Obtains permit, organizes tools, tackles, & spares and completes the maintenance work as assigned
2. Carries out routine works which includes maintenance of piping systems, valve reporting/testing (all process valves except control valves), and fire fighting systems, Arrests leaks from flanges, replaces packing, opening of man ways checking of heaters coils, etc.
3. Performs valve testing and testing of heat exchangers, hydro-test of boilers/heaters coils.
4. Performs complete maintenance of all type of Heat Exchangers, vessels, furnace, Reactors, tanks. Maintains jetty area by greasing wire ropes, pulleys of loading arms and sleeves & connecting/disconnecting of flanges/hoses etc
5. Carries out routine jobs like repair & reconditioning of process line valves (except control valves) rectification/cleaning of strainer, dropping and fitting of control valves, safety and relief valves and machining, drilling, tapping, re-threading and plugging of heat exchangers, air coolers
6. Coordinate closely with Operations & Inspection to ensure equipment is retained in a functional & good operating condition

SR. PLANNING TECHNICIAN (SHUTDOWN)

Primary Purpose of the Job
Provides Work Order planning, schedules and reports for Plant Shutdowns using computerized project planning software and the Computerized Maintenance Management System (SAP), ensuring optimum usage of all resources including manpower utilization, activity duration schedules and materials/spares identification and reservation.

Main Duties and Responsibilities
1. Reviews and analyses maintenance Work Request and ensures that all the information is correct and complete. Plans and resources, materials, etc. In liaison with respective Shutdown engineers before a work order is planned and executed.
2. Assists in the preparation of reports with recommendation to improve work practice/methodology.
3. Assists in the coordination and preparation of work scope for Plant shutdowns, including development of standard work specification for works of a recurring nature and their subsequent amendment as required.
4. Liaise with Materials Engineer to ensure that materials take off lists are provided and that appropriate material reservations are processed for all work items in the shutdown scope of work,
5. Prepare Shutdown Master Schedules by liaising closely with Operations and Technical personnel for the optimum logical decommissioning and commissioning of all process and utility units.
6. Create work orders for all Shutdown Static equipment includes in the Tender document Scope Work.
7. Assists with schedules for major Plant Shutdowns. Participate in meetings and liaise closely with Maintenance and Operations personnel to determine optimum shutdown duration and refines these into plans and schedules to ensure adequate lead time for material procurement, contract tendering, evaluation and award. Assist with the critically reviews and endorse plans and schedules submitted by the Contractor to ensure that there are no job conflicts and that all work requirements are met within the shutdown period.
8. Monitors the site progress during major shutdowns through the bar charts & S" curves produced by the Contractor. Maintains an overview of shutdowns & liaises with the Contractor & Respective Shutdown unit engineers to maintain the planned schedules. Analyses progress reports during the shutdown and highlights to all concerned any changes in the critical path due to re-scheduling of work activities.
9. Close out all Shutdown Static equipment work orders and archives equipment Inspection reports and related contract documents.
10. Attends all pre-shutdown, shutdown, post shutdown and critique meetings.

Qualification
1. Completion of Secondary (12 years) education. Followed by formal training in the use of Computerized Maintenance Management System and planning software.
2. 10 years maintenance experience in Oil/Gas/Refinery or Petrochemical Industry with 5 years experience in the field of Shutdown Maintenance Planning.

P LANNING TECHNICIAN (SHUTDOWN)

Primary Purpose of the Job
Provides Work Order planning, schedules and reports for Plant Shutdowns using computerized project planning software and the Computerized Maintenance Management System (SAP), ensuring optimum usage of all resources including manpower utilization, activity duration schedules and materials/spares identification and reservation.

Main Duties and Responsibilities
1. Reviews and analyses maintenance Work Request and ensures that all the information is correct and complete. Plans and resources, materials, etc. In liaison with respective Shutdown engineers before a work order is planned and executed.
2. Assists in the preparation of reports with recommendation to improve work practice/methodology.
3. Assists in the coordination and preparation of work scope for Plant shutdowns, including development of standard work specification for works of a recurring nature and their subsequent amendment as required.
4. Liaise with Materials Engineer to ensure that materials take off lists are provided and that appropriate material reservations are processed for all work items in the shutdown scope of work.
5. Prepare Shutdown Master Schedules by liaising closely with Operations and Technical personnel for the optimum logical decommissioning and commissioning of all process and utility units.
6. Create work orders for all Shutdown Static equipment included in the Tender document Scope of Work.
7. Assists with schedules for major Plant Shutdowns. Participate in meetings and liaise closely with Maintenance and Operations personnel to determine optimum shutdown duration and refines these into plans and schedules to ensure adequate lead time for material procurement, contract tendering, evaluation and award. Assist with the critically reviews and endorse plans and schedules submitted by the Contractor to ensure that there are no job conflicts and that all work requirements are met within the shutdown period.
8. Monitors the site progress during major shutdowns through the ba charts & S" curves produced by the Contractor. Maintains an overview of shutdowns & liaises with the Contractor & Respective Shutdown unit engineers to maintain the planned schedules. Analyses progress reports during the shutdown and highlights to all concerned any changes in the critical path due to re-scheduling of work activities.
9. Close out all Shutdown Static equipment work orders and archives equipment Inspection reports and related contract documents.
10. Attends all pre-shutdown, shutdown, post shutdown and critique meetings.

Qualification
1. Completion of Secondary (12 years) education. Followed by formal training in the use of Computerized Maintenance Management System and planning software.
2. 7 years maintenance experience in Oil/Gas/Refinery or Petrochemical Industry with 5 years experience in the field of Shutdown Maintenance Planning.
3. Knowledge in Computerized Maintenance Management System (SAP or similar), and Planning & Scheduling software. (Primavera and Microsoft Project)
4. Good Command in English (both spoken and written)

HEAD OF OPTIMIZATION AND STRATEGIES

Primary Purpose of the Job
1. Refinery maintenance department focal point to provide the approved maintenance data in SAP IDB for all new projects in coordination with QP Different dept. and upload/update the SAP System in coordination with SP Department.
2. Directing Maintenance Optimization Analysis by applying modern techniques
3. Control a team assigning the Asset / Plant Maintenance Strategy.
4. Managing a team applying the SAP/PM: Maintenance Management and Maintenance Optimization integration in order to reduce Maintenance cost
5. Enhance the Utilization of the SAP/PM: KPls, Root Cause Analysis RCA, and Asset Reliability
6. Direct a team to enhance the Maintenance Strategies Performance.
7. Liaison between SAP/PM: Plant Maintenance system, SAP/MM: Material management, Inspection Management System, Risk-Based System, EDMS System, and the Shutdown Planning & scheduling System in order to optimize the overall maintenance activities.
8. Determine the SAP system changes implementation at Refinery.
9. Manage and maintain the SAP maintenance master data according to any reorganization changes.
10. Chair and develop the electronic Workflow in line with the business workflow in coordination with SP Department
11. Determine all SAP related systems requirements, upgrades and co-ordination.
12. Directing business audits within Refinery in the objective to improve refinery business.
13. Improve the business processes
14. Liaison bench marking with other Refineries in the Area.
15. Managing all SAP third party related tools e.g. Shutdown tool, Inspection tools, Reporting tools ...etc
16. Conduct line support for any SAP business related issue within Refinery departments before approaching SP Department.
17. Contribute connecting link between Refinery and SP Department for any future integrated Modules implementation.

Main Duties and Responsibilities
1. Endorse monitoring, audit, review and validate the maintenance data acquisition and maintenance projects deliverables data (IDB) for SAP input such as:
a. Technical objects data (Functional Locations, Equipment, Measurement points and centers, Object network, document, Hierarchy)
b. Bill of Materials (Material Master, Equipment BOM, Assembly BOM, Material BOM).
c. Preventive Maintenance (Maintenance Plan, Item, Task List, Standard text & strategies).
d. Shutdown maintenance data for PRT, scheduling relationships.
2. Managing Maintenance Optimization Analysis by applying RCM and RBM techniques and analysis to assign / change the Asset / Plant Maintenance Strategy, such as:
a. Conduct Function Block Diagram Analysis and create SAP/PM: Asset Hierarchy Structure function locations, and SAP/PM: Object Networks in case of new assets or plant changes.
b. Determine Function and equipment Criticality Analysis in order to assign criticality to new assets
c. Conduct Failure Mode effectiveness Analysis FMEA in order to assign Maintenance strategy to new assets.
d. Control Risk Spares Analysis RSA in order to optimize spare parts stock level.
e. Develop plant maintenance Routines PMs based on the OEM recommendations and Maintenance optimization Analysis.
f. Direct Shutdown Activities Network Logic and add it to the shutdown Library for new assets based on the Maintenance Optimization Analysis.
g. Utilize SAP/PM: KPIs, and Asset Reliability as measures to monitor/review the selected Maintenance Strategies Performance
3. Contribute all maintenance data population and upload to SAP for all new projects and new installations such as:
a. Deliver the final approved SAP IDB to SP.
b. Review and audit the IDB data uploaded to SAP QAS.
c. Recommend changes, if required, to be done in SAP QAS data and finalize the Master data to upload to SAP-PRO.
d. Review and audit the SAP-PRO data and inform all concerned.
e. Co-ordinate and collect any pending data such as Material nos. for SPF items, as built documents for SAP OMS from the Material and Engineering department and get that uploaded to SAP through SP department.
4. Manage all maintenance optimization study results produced as part of all new projects and new installations such as :
a. Functional Block Diagrams (FBD)
b. Functional Critical Analysis (FCA)
c. Equipment Critical Analysis (ECA)
d. Risk Spares Analysis (RSA)
e. Failure Modes and Effects Analysis (FMEA)
5. Co-ordinate with the Lead Planning Engineer to :
a. Create, review, validate, audit, execute SAP system Master data changes and new data in SAP system.
b. Participate in SAP system changes and upgrade solutions for Maintenance Refinery facilities.
c. Co-ordinate to conduct the Peg-board analysis and implement necessary changes in the system
6. Liaison with relevant Department /Division to assign maintenance strategy for new assets installed.
7. Co-ordinate with Materials Department and Engineering Department to collect the Material nos. and populate the data in IDB and SAP.
8. Control with Department focal point to collect the as built document for SAP OMS.
9. Chair the team Participating in the development and implementation of Refinery Asset Management Plan and ISO Procedures.
10. Manage and evaluate all system issue related to software requirements, upgrades and co-ordination including the management of special site-specific and borne-grown software.
11. Manage the team that participate/contribute towards continuous improvement in the plant safety, reliability, availability and cost optimization. Be abreast with the latest developments in the field of IT, SAP- ERP systems, management and optimization.

Qualification
1. B.Sc. in Engineering (Electrical/Mechanical/Instrumentation)
a. Maintenance Optimization studies including:
• FCA/ECA (Functional Criticality Analysis/Equipment Criticality Analysis)
• FMEA (Failure Mode & Effect Analysis)
• RSA (Risk Spares Analysis)
• Knowledge of computer applications performing the above studies is desirable
b. Familiarity with Engineering Standards
c. Preparation of Plant Maintenance Routine (PMR)
d. Preparation of Turn Around Routines (TAR)
e. Collection and verification of Process Equipment Data, drawings, documents.
f. Ability to lead a team of engineers
g. Experience in Planning and Scheduling of Plant shutdown activities
h. Experience in monitoring and Control of Data Acquisition and Maintenance Optimization contracts
i. Excellent interpersonal communication skills
2. Experience in SAP system environment specifically to SAP PM and MM modules
3. At least 15 years Oil & Gas experience, in maintenance management and maintenance systems, Shutdown /Turnaround systems & management, maintenance optimization, and maintenance strategies fields.
