Kuwait Gulf Oil Company is a subsidiary of Kuwait Petroleum Company (KPC), is looking for the suitable candidates for the following positions :
1. Consultant – Career Development & Training
Basic functions :
Provides professional advise and assistance in,
• Designing and implementing Career Development (CD) programs for KGOC; proposing policies and procedures and advising modifications / improvements in line with current international trends; supporting search for appropriate internal talent and tailoring development programs for the next generation of leaders.
• Designing and implementing strategies and plans for imparting need based training for KGOC employees; reviewing the training organized both in house and by other Training Experts in terms of their benefit, relevance, impact, delivery, and content and providing recommendations for improvement; and evaluating and selecting appropriate Training Programs and Trainers. Taking up programs related to Competency Based Training and Development Systems (CBTDS), Executive Development Plans (EDP), Succession Planning, etc.
Main Tasks:
A. Career Development
• Assists in finalizing the competency requirements in consultation with related line functions so as to plan Career Development activities.
• Develops potential career path for employees and assists in finalization of tailor made programs as per identified competency requirements.
• Participates in the design of individual career development programs for employees nominated to Team Leader and above positions.
• Helps ensure a phased implementation of Career Development programs so as to measure result at each stage, and re-calibrate the same based on feedback.
• Reviews and proposes career Development policies and work processes in line with KGOC Human Resources policies and procedures.
• Ensures that Career Development programmes integrate with the KGOC culture and helps employees to take initiatives in learning new concepts.
• Coordinates with Training and other HR functions to ensure cooperation and implementation of the Career Development plans.
• Interact with employees from time to time to prepare them for greater Organizational responsibilities and for improving their skills in handling critical situations.
• Recommends State of the Career Development methodologies.
B. Training
• Guides in the development of a company wide training strategy and implementation plan aligned with current & future requirements.
• Assists in finalization of training needs at all levels for achieving improved organizational performance from employees.
• Helps develop a training calender with plans and training budget.
• Guides in the development of succession training for employees shortlisted for higher responsibilities.
• Evaluates training service providers and recommends the most suitable ones for inclusion in the approved list.
• Validates and assesses effectiveness of training programs in meeting training objectives, and recommends changes, where required.
• Reviews and revises policies and work processes in line with KGOC human resource systems.
• Oversees the maintenance and upkeep of training records and databases and recommends improvements, where required.
• Recommends better training practices, methodologies and systems for greater effectiveness and benefit, in keeping with international practices.
Qualifications:
• Bachelor’s Degree in Business Administration or equivalent, Post Graduate Qualifications such as MBAor equivalent preferred.
Experience:
• At least 15 years HR experience including at least 10 years in Training and Career Development functions , preferably in an Oil and Gas Industry.
2. Consultant – Manpower & Recruitment
Basic functions:
Provides professional advise and assistance in,
• Preparation of timely and realistic manpower plans and budgets in coordination wih various Groups for immediate and future needs; reviewing and improving manpower policy, processes and procedures; and provides inputs for manpower trends in the oil and gas sector for better planning and forecasting.
• Strategic, business and operational matters related to recruitment of local and international candidates; reviewing and improving recruitment policies and procedures in line with current international trends; and developing systems whereby appropriate recruitments are made within short time frames. Ensures better sourcing for the additional skill set requirements for projects such as the Enchanced Oil Recovery (EOR), Central Gas Utilization Project (CGUP), etc.
Main Tasks:
A. Manpower
• Reviews manpower forecasts and requirements received from different groups with justifications of business needs; provide recommendations and integrates long term (five year manpower plans) with company activities.
• Follows up and provides analysis regarding the implementation of five year manpower plans.
• Provides feedback on manpower in terms of variances from plans trends in availability of skills and its impact and corrective actions; trends in manpower composition such as average employee age, nationality percentages, etc.
• Guides on policy, procedure and documentation matters so as to expedite manpower assesment and planning.
• Assists in maintaining a consistent approach in decisions related to Job Titles, Transfers, Promotions, etc. In the organization.
• Guides so that policies on kuwiatization are met and manpower related decisions are taken as per regulations.
• Recommends specific manpower studies such as trends in leave, absenteeism, overtime and advises corrective actions.
• Advises on matters related to organization Charts and in the correct depiction of manpower changes.
• Reviews Manpower reports to Management to ensure accuracy in reporting.
B. Recruitment
• Reviews justifications and requirements for recruitment and clarifies related qualifications, experience etc, in consultation with users and with the Job Evaluation Section.
• Helps to identify priorities in recruitment.
• Advises on internal/local/international recruitments and for special skill sets and their availability.
• Reviews & amends policies, processes and procedures (such as for application processing, interviewing, interviewers’ selection related paperwork, etc). To enable timely & appropriate candidate selection.
• Advises and participates in application screening, employment tests and interviews for recruitment of senior posts.
• Assesses suitability of manpower contractors in terms of their capablity and suitability in meeting recruitment requirements.
• Assists in taking adequate steps for achievement of recruiment targets (e,g Kuwaitization).
• Reviews employment contracts for accuracy in meeting Kuwait Labour laws and other regulations.
• Provides guidance in the data bases for recruitment.
• Guides in reducing recruitment time and increasing the recruitment success ratio.
Qualifications:
• Bachelor’s Degree in Business Administration or equivalent, Post Graduate Qualifications such as MBA or equivalent preferred.
Experience:
• At least 15 years HR experience including about 10 years in Manpower Planning and Recruitment functions preferably in the Oil and Gas Industry.
3. Consultant – Special Studies
Basic functions :
Provides advice on studies required for improving organizational effectiveness e.g . Organization structures in terms of groupings, overlaps/gaps in functions, if any; studies related to Salary Structures, Incentives and bonus schemes, Grade Correlations, HR trends in international Oil and Gas sector, etc. Recommends policies and procedures to be followed for undertaking Special Studies, including the responsibilities for initiation, implementation and data bases for such studies.
Main Tasks:
• Reviews requests received for special studies in terms of the nature, impact, scope and the team which could be assigned. Provides assessment of the need and benefits from such studies and recommends accordingly.
• Helps to finalize Terms of Reference and other aspects for taking up such studies.
• Helps to ensure that an appropriate in-house team is formed for association with the study and for liaison.
• Monitors study progress and ensures presentations to management and to stakeholders.
• Reviews study results in term of the impact and benefits achieved as against the proposed.
• Provides feedback to management on all aspects of the study viz, study approach, experience gained, KGOC team members performance, so as to help utilise the expertise in future.
• Reviews the system for archiving and databases and provides advise for easy retrievals and availability.
• Provides recommendations on systems and procedures to be adobted for special studies.
Qualifications:
• Bachelor’s Degree in Business Administration or Engineering or equivalent. Post Graduate Qualifications such as MBA or equivalent, preferred.
Experience:
• At least 15 years of HR experience including at least 10 years in an Oil and Gas Company dealing with HR studies.
