Specialist Procurement / Specialist Goods Procurement
Location: Jakarta - Pertamina Hulu Energi West Madura Offshore
(PHE WMO)
Number of Position: 2 positions

General Responsibilities:
To perform all goods procurement activities including bidding process (tender, direct selection and direct appointment), in order to ensure goods procurement is conducted in accordance with applicable procurement regulations and goods meet stakeholders’ expectation within cost recovery standards.

Specific Responsibilities:
1. To facilitate demand management and contracting materials strategy as well as review market assessment
2. To develop goods procurement method and strategy, in order to ensure effective and efficient goods procurement process in line with Government’s regulations and Company’s policies;
3. To prepare and finalize best quality of bid documents (RFQ, GTC, Technical Specifications)
4. To organize end to end bidding process (both internal and external processes)
5. To respond and provide required solutions on any objections from bidders during bidding process
6. To prepare and finalize contract documents (PO, Price Agreement, Call of Order) as well as contract amendment in order to ensure their compliance with applicable procurement regulations;
7. To provide required justifications and explanations of procurement process during procurement audit program
8. To provide critical inputs and feedback during business process enhancement in relation to goods procurement process
9. To optimize the utilization of master list during procurement process

Requirements:
• Min. bachelor’s degree in Legal or Engineering or Economic.
• Minimum 5 years of experience in oil & gas industry with minimum 3 years of working experiences at supply chain activities and certified SKK MIGAS PTK-007
• Having technical competencies in Supply Chain Management, Logistics, Procurement, Core HSES, Corporate Control and Governance, and General Management.
• Good command in English (verbal and written)
• Computer literacy (Ms. Office, SAP)


Specialist Contract
Location: Jakarta - Pertamina Hulu Energi West Madura Offshore
(PHE WMO)
Number of Position : 2 positions

General Responsibilities:
To execute and coordinate all services procurement activities including bidding process (tender, direct selection and direct appointment), in order to ensure the services procurement is conducted in accordance with the applicable procurement regulations and the services meet stakeholders’ expectation within cost recovery standards.

Specific Responsibilities:
1. To facilitate demand management and contracting services strategy as well as review market assessment
2. To propose services procurement method and strategy in order to ensure effective and efficient procurement process;
3. To prepare and finalize best quality of bid documents (DREC, GTC, Exhibits)
4. To organize end to end bidding process (both internal and external processes) in order to ensure the process comply with applicable internal and external procurement guidelines and other related regulations;
5. To respond and provide required solutions on any objections from bidders during bidding process
6. To prepare and finalize contract documents as well as contract amendment in order to ensure their compliance with applicable procurement regulations;
7. To provide required justifications and explanations of procurement process during procurement audit program.

Requirements:
• Min. bachelor’s degree in Legal or Engineering or Economic.
