In 1976, OMS Oilfield Services (OMS) opened its first machine shop in Southeast Asia embarking on a program to develop proprietary products and services providing Oil Country Tubular Good (OCTG) repair,
manufacture and recertification to the oil and gas industry. Over the years OMS has become one of the largest single operators of machine shops in Southeast Asia with 10 facilities in 7 countries with its largest facility in Singapore.

The OMS facility is equipped with full range of work shop machine which include the latest CNC lathe machine and welding equipment that produce a broad range of oilfield accessories and services to meet the specific location operators need such as:

HSE Officer
Responsibilities :
- Implement and compliance HSE Manual and HSE Procedures.
- Champion and promote occupational health and safety awareness
- Ensure compliance to local Statutory and Regulatory requirements.
- Conduct safety induction to new employees, visitors and subcontractors.
- Reporting and investigation of Accidents, Damages, Environmental Loss and Near Miss.
- Share good practices and safety matters and disseminate information within the company.
- Maintaining list of provided Personal Protection Equipment.
- To advise Management of the workplace on the measures to be taken in the interest of Workplace Safety and Health of the person employed in the factory.
- To assist the Company to identify and assess any foreseeable risk arising from the workplace or work processes.
- To recommend to the Company reasonably practicable measures to eliminate or minimize any foreseeable risk in the workplace.
- To assist and provide improvements to existing HSE Procedures and Safe Work Procedures, including those arising from new developments.
- To conduct briefing of the Risk Assessment to all employees.
- To conduct JSA for non-routine jobs.
- To inspect the workplace to determine whether there is any plant, machinery, equipment, appliances or processes or any description of manual labor used in the workplace which is of such a nature that is liable to cause risk of bodily injury to any person working or employed in the workplace.
- To conduct safety & health inspection twice a week (day shift) and once a week (night shift) and discuss the findings of its inspection with Supervisor in Charge and provide report of findings to OMS management.
- To conduct quarterly HSE Inspection jointly with relevant Departmental Heads.
- To conducts check on the suitability and required standards of protective clothing and safety equipment. The suitability of new and hired plant and equipment and the validity of all appropriate tests certificate.
- To investigate any incident / accident that took place within the workplace. Prepare report / provide recommendations / provide corrective action to remove the cause(s) of the accident.
- To investigate into every fatal accident / dangerous occurrence which took place within the workplace and any industrial diseases contract in the workplace.
- To compile HSE statistics and submit report to QHSE Manager
- To update any changes in legislation relative to safety, health and environmental to Management.
- To promote enthusiasm and guidance to keep the organization’s safety and health program active and productive.
- To maintain, check and ensure that the workplace HSE records are kept in order.
- Work with minimum supervision
- Work Environment – Work place safety (in conjunction with HSE).
- Ensure Confidentiality of Company’s / Customer’s / Licensor’s documents.
- Implementation of Contractor Safety Management System (CSMS) requirement at work site as per MIGAS regulation.
- Implementation of Sistem Manejemen Keselamatan Dan Kesehatan Kerja (SMK3) in company facilities and reporting to Manpower Department.
- Conduct Internal Training to crew & Induction to new employee.
- Develop HSE Training Matrix and Emergency Response Plan.
- Develop, Review and Update HSE Document.
- Conduct HSE meeting to crew at regular basis.
- Monitoring drive right activity and report to management.

Requirements
- Formal Education : Minimum Degree in Quality or Health and Safety or equivalent.
- Mechanical background an advantage.
- Male , Maximum 40 years old and physically fit for work.
- Complete understanding of CSMS and OHSAS or similar system
- Base in Balikpapan.
- Knowledge /Skill :
- Minimum 3 years of related experience in the oil & gas industry.
- Practical experience in developing Health, Environment & Safety programs and presentation.
- Complete the HSE training such as HIRA/TRA, Accident & Incident Reporting, etc.
- Familiar with ISO Procedures.
- Computer literate.
- Must be fully conversant in English.
