Operationally, Gajah Baru is currently in the final stages of the award process. This 7500 ton integrated platform will be bridge linked to a drilling platform, with product exported via a new 3.5 km pipeline to an existing trunk line. It will also act as the hub for developing several other fields over the next decade. In addition, ongoing developments in North Sumatra Block A will see three new gas fields coming on stream during 2011. Premier is also preparing for future development activities in the area as larger reserves have been identified. In Vietnam, construction work on a wellhead platform continues in Vung Tau, and discussions with potential FPSO providers are moving towards a final agreement.

Senior HSE Manager - Oil and Gas
(Jakarta Raya)


Responsibilities:

* Due to an internal promotion, Premier now seeks a new HSES Manager to support its Indonesian operations. Reporting to the Country Manager, you will continue the development and implementation of initiatives focused on Premier meeting its Health, Safety, Environmental, and Security objectives, and promoting a culture of health and safety throughout the company. Managing a team of 7, you will be a passionate advocate of HSE within the Oil and Gas industry, and be keen to continue working towards Premier’s goal of establishing a best practice HSE environment in Indonesia.
* Responsibilities


* • Develop best practice HSE systems and procedures, strategic plans and programmes to comply with Corporate, Government and BPMIGAS requirements, and attain Premier Indonesia’s HSES KPI’s
* • Define HSES plans for the department, establish standards and targets, monitor and report on progress and achievements made. Recommend corrective actions and implement controls to ensure achievement of plans, standards and targets
* • Ensure accident and emergency procedures are properly documented, exercised and carried out in all instances, and that all necessary certifications are held by staff authorised to act within HSE requirements
* • Develop audit and inspection programmes, including contractor management system audit requirements
* • Ensure Safety Case implementations for Natuna Sea operations
* • Personally monitor, inspect and evaluate all aspects of HSE activity and performance, taking actions and making recommendations as appropriate
* • Responsibility for recruitment, performance management and development of staff to ensure the HSE department realises its full potential
* • Control and manage HSE Consultants and Contractors to ensure cost effective and efficient service to Premier
* • Remain up-to-date with all aspects of Health, Safety and Environmental practice
* • Liaise with BPMIGAS, MIGAS, and other Government Officials as appropriate and with other Company Managers on matters of common interest. Participate in industry and special interest groups on related HSE matters
* • Ensures that all business activities conducted within the team comply with legal, BPMIGAS, MIGAS, other Government Officials as appropriate, and Company requirements
* • Facilitate the Monthly Management HSE action committee on behalf of all staff and in pursuit of process and occupational HSE excellence.
* • Ensure incidents are correctly rated, causes and corrective actions identified and resultant plans executed by line management.


* Requirements:
* • Bachelor degree in Engineering, Science, or an HSE discipline
* • Minimum 15 years experience within oil and gas, minimum 5 years of recent specialised HSE work, both on- and off-shore focused
* • Proven experience of delivering HSE training, carrying out inspections and audits, familiarity with ISO 14001 and OHSAS 18001 standards, reviewing emergency response incidents and carrying out incident investigations
* • Have previously managed and developed staff both on and offshore, and dealt with senior stakeholders (internal and external)

Requirements:

* Candidate must possess at least a Bachelor's Degree in Engineering (Mining/Mineral), Engineering (Bioengineering/Biomedical), Engineering (Mechanical), Engineering (Mechatronic/Electromechanical), Engineering (Metal Fabrication/Tool & Die/Welding), Engineering (Electrical/Electronic), Engineering (Others), Engineering (Environmental/Health/Safety), Engineering (Petroleum/Oil/Gas) or equivalent.
* At least 15 year(s) of working experience in the related field is required for this position.

Senior Engineering Manager
(Jakarta Raya)


Responsibilities:

* Premier Oil Indonesia now seeks to further strengthen its Engineering capabilities by recruiting an internationally experienced senior Engineering Manager to head up its Jakarta based Engineering group. You will possess a wealth of senior level experience in providing Engineering leadership and innovation across Indonesia. You will be accountable for the quality of engineering services delivered by several project teams, and take the lead in developing the group to keep pace with Premier’s growth both regionally, and globally.
* Responsibilities
* • Engineering Standards and Systems Owner: To ensure and provide corporate assurance that all facilities are designed, installed, operated and maintained in accordance with Premier Oil, National and International standards or other standards as required and within regulatory requirements including the company’s HSEQ system.


* • Data Integrity and Control: Ensures all engineering data in use within the operational groups and/or major projects is up to date and that all data modifications are fully controlled. Focal point and Premier Representative for data management services contracts.


* • Conceptual and Front End Engineering: To undertake and develop safe and efficient concept design for both major greenfield and brownfield projects, through concept sanction and into FEED. This will include contributing to the preparation and submission of a revised Plan of Further Development and supporting subsequent discussion with BPMIGAS and Joint Venture Partners.


* • Delivery of Engineering Projects: Assist in the Design and commissioning of capital brown field enhancements as required by the operating assets.


* • Engineering Technical Authority: To provide the main technical facilities engineering resource to the Premier Oil Indonesia business unit, ensuring that all facilities, unit operation and pipe lines are developed and engineered to achieve optimal business performance. This includes assigning and authorising Delegation of Technical Authority for all engineering disciplines within Premier Oil Indonesia, both within the core business unit and through agreement with the Project Manager, within major Greenfield project teams .


* • EPCI Support: Provides technical assurance including response to engineering queries in support of the Premier Oil Project Execution team in the execution of major green field development EPCI contracts.


* • Non Operated Assets: Provides technical review and audit support to ensure maximum value is obtained for Premier Oil investments and that all facilities are designed in line with Premier Oil codes and standards.


* • Engineering Resource Capability: To ensure Premier Oil Indonesia has sufficient properly skilled facilities engineering staff, suitably deployed into the central core group, operational teams or project teams as required to ensure the competency and quality of engineering work. An important aspect of this is the recruitment and development of National engineering staff into senior positions in order to meet these requirements.


* • TSSC Contract: The role will also be the focal point for the engineering services contract, managing costs and ensuring quality of deliverables and services.


* • Change Management: Retains final technical / engineering sign off responsibility for all Change, ensuring all change requests are technically assessed, implemented and closed out in a responsible and professional manner in accordance with corporate change management procedures ensuring asset integrity.


* • Coordinates the overall Management of Change business process, on behalf of the Business Unit


* • Value Assurance: Responsible for the design and timely application of the corporate Value Assurance Process, then participating in PEER review and sanction gate reviews to ensure maximum value is obtained from development opportunities for Premier Oil, host government, joint venture partners and share holders and that all due diligence and pre-engineering / definition work has been done to enable a valid sanction decision.


* Requirements
* • Degree qualified in a recognised Engineering discipline
* • Minimum 15 years engineering and management experience in the upstream oil and gas industry, with a proven track record of achievement and delivering change
* • Minimum 5 years in a senior team leadership role managing a full engineering department
* • Engineering Systems development and contract/subcontract management experience
* • Fluent written and spoken English
